The Metropolitan Council of Dunkerque comprises 18 communities including areas of coastal Flanders and the whole coast of the Nord department.

The Metropolitan Council is a territory, as well as a melting pot of urban and rural entities and mostly of secular identities. While sometimes diverging from one another, they always unite and rally around a feeling of belonging to a single community, combining their energy for a common goal.

It was a land of toil and soil which had to be conquered, stabilised, protected and isolated from the sea; domesticated, drained, developed and often defended against both nature and humans. It was highly desired by all major European powers and often found itself in a context of violence and war - tragedy left little space for prosperous times. This exceptionally rich yet shattered past has forged the mentalities of its citizenry over the centuries and united energies which were always ready and eager to be mobilised.

The people embody the earth, proud of and well-grounded in their heritage, and the sea, empowered to take on new challenges by their boldness and willpower. They promote their traditions and act resourcefully in their efforts to control their own destiny.
